Stormwater Specialist

Full Time Temporary

Public Works Engineering Division

Pay Grade: 65    Pay Range: $21.77 to 30.48 per hour DOE/Q

(New employees start at beginning level of pay range)

FLSA Status:  Non-Exempt

 

Qualifications:

Bachelors Degree in the Environmental Sciences, Biology, Hydrology, or closely related field.  Prefer 1 to 3 years of field experience in environmental or water quality compliance, or any combination of experience and training which provides the knowledge, skills, and abilities to successfully perform the work.  Must possess and maintain a valid Arizona driver's license and pass pre-employment drug test and background check.

 

General Duties:

Under the supervision of the City Drainage Engineer and working closely with the City Environmental Coordinator, the Stormwater Specialist will support enforcement and compliance activities pursuant to the AZPDES regulatory programs through the Arizona Department of Environmental Quality (ADEQ), including implementation of the City of Prescott Stormwater Management Program (SWMP) to meet obligations of the Phase II Small MS4 Program, and assist with related stormwater programs and concerns.

 

Tasks:

  • Conducts stormwater outfall monitoring and inspections for both wet and dry weather conditions
  • Performs surface water sampling and delivers samples to the lab
  • Completes data entry, sampling logs, field reports, and other documentation
  • Collects field data for stormwater asset management program
  • Inspects construction projects for City Code compliance
  • Performs annual inspections of post construction stormwater quality (first flush treatment) facilities
  • Assists with illicit discharge investigations and resolving citizen complaints
  • Assists with public education and outreach efforts
  • Assists in preparing annual MS4 permit report and other documents
  • Other duties and tasks as assigned to support stormwater related functions

 

Knowledge, Skills, and Other Abilities:

  • The employee is expected to work independently while in the field and coordinate activities with other City personnel, contractors, professionals, volunteers, and the public
  • Knowledge of Arizona Pollutant Discharge Elimination System (AZPDES), Clean Water Act 303(d) Impaired Waters, and Total Maximum Daily Loads (TMDLs)
  • Knowledge of MS4 Minimum Control Measures and experience in public education and outreach related to the MS4 program
  • Skills/Knowledge of environmental sampling programs and interpreting analysis results
  • Knowledge and experience with Green Infrastructure and Low Impact Development techniques and maintenance for storm water management
  • Ability to read and interpret typical engineering construction plans, maps, specifications, codes, and regulations
  • Skill in researching and responding to a wide variety of questions related to the position
  • Skill in written and oral communications for administrative, regulatory and technical purposes
  • Skill in establishing and maintaining effective working relationships with stakeholders including other City departments and employees, private sector contractors, and able to deal tactfully with the general public and outside agencies
  • Ability to recruit, train, and lead volunteers for clean-up, restoration, and creek monitoring activities
  • Skill in organizing, prioritizing and accomplishing work within required timeframes, exercising independent judgment and making routine decisions without supervision
  • Skill/Knowledge of basic GIS practices and data entry
  • Knowledge and experience utilizing typical Windows software such as Microsoft Office Suite (Word, Excel, etc.), and the ability to learn and utilize new hardware, mobile technology, and software programs
  • This position requires the physical ability to traverse steep, uneven terrain typical of creeks and washes under a variety of adverse weather conditions while carrying equipment and tools

 

  • Additional capabilities:
  • Knowledge and experience in other facets of stormwater drainage and public infrastructure
  • Knowledge of stormwater modeling
  • Certifications related to stormwater, such as Certified Inspector of Sediment and Erosion Control (CISEC) or Erosion Control Coordinator (ECC)

 

Physical and Visual Ability: sufficient to effectively and safely perform required duties and to safely operate required equipment and city vehicle as needed.

 

Hearing and Speaking Ability: sufficient to clearly, concisely and effectively communicate in person and over the telephone.
