Customer Service Representative - Permit Technician

Development Review Team

Pay Grade: 50   Hiring Range: $15.03 to $21.05 per hour plus benefits

New employees start at beginning level of pay range DOQ.

FLSA Status:  Non-Exempt (eligible for overtime)

 

 

Qualifications: Education and/or experience equivalent to two (2) year college course work in one or more of the following areas:  architecture, planning, construction management, building industry, permitting, regulatory or other technical work, and two (2) years of customer service, administrative and clerical experience. Any equivalent combination of education, work experience and training which provides the knowledge and abilities necessary to perform the essential functions of the position will be considered

 

Definition:  Under general supervision, performs a variety of customer service related tasks for both internal and external customers.  Receives, logs, and distributes applications and plans for development applications, including planning & zoning and building permits, and reviews and checks permit applications and supporting documents for proper form, sufficiency of information and general conformance with various codes and city ordinances.

 

Essential Functions:  This list of tasks is illustrative only, and is not a comprehensive listing of all functions and tasks performed by positions in this class. Performs other duties as assigned.

 

Tasks:  Assist customers in a professional and friendly manner in processing development permit applications. Receives, logs and routes plans and reports, researches and identifies the completions of the permit application package.

 

Provides planning & zoning, building permit processing information and time frames of plan review for internal and external customers.

 

Serves as primary contact within the department for telephone and in-person requests from builders, contractors, engineers and the general public; retrieves data from computer or hard copy files, answers and documents questions and provides clerical support.  

 

Tracks plan review process and monitors status of plan reviews. 

 

Position will cross-train with other departments involved in private development plan review, permitting and inspections and enter permit information at time of application, verify permit fee information and issue development permits.

 

Files and maintains construction drawings received in conventional or electronic formats, associated studies and other information.

 

 

Knowledge, Skills, and Other Characteristics:

Skill in utilizing public relations and customer service techniques in responding to inquiries and complaints.

Skill in establishing and maintaining effective working relationships with State, Federal, and other local officials, elected officials, engineers, contractors, and City residents, and co-workers.

Skill in organizing, prioritizing and accomplishing work within required timeframes, exercising independent judgement.

Skill in written and oral communications for administrative and technical purposes.

Skill in researching and responding to a wide variety of questions related to the position.

Skill in coordinating services and activities with other divisions and departments.

Skill in computer hardware and software related to area of assignment.

Knowledge of occupational hazards and safety precautions.

Knowledge of record keeping and file maintenance practices.

Knowledge of Federal, State, and City rules, regulations, policies, procedures, codes, and ordinances related to building codes.

 

Physical and Visual Ability: sufficient to effectively and safely perform required duties and to safely operate required equipment and city vehicle as needed. Must be able to lift up to 30 lbs.

 

Hearing and Speaking Ability: sufficient to clearly, concisely and effectively communicate in person and over the telephone.
