CAPITAL PROJECTS MANAGER

Pay Grade: 81    Pay Range: $32.32 - $45.25 per hour DOE/Q plus benefits

Annual Salary Range:  $67,225 to $94,120

FLSA Status: Exempt (not eligible for overtime)

 

City of Prescott Department of Public Works is seeking an experienced, knowledgeable and professional Project Manager to assist with the delivery of the City's Capital Improvement Program. The Program delivers a variety of infrastructure, including pavement/roadways, drainage, water production/transmission/storage, and wastewater collection systems and treatment facilities and has an annual budget of $40-$60M each year.  Throughout design, development and construction, the City is working to maintain and improve the quality of life desired in Prescott.  Capital Project Managers are responsible for a project from its inception to completion, giving the Project Manager (PM) oversight throughout the process.  Additionally, the PM ensures construction is in accordance with the City General Engineering Standards, Contract Documents and industry standards and performs duties in a manner consistent with the core values of the City.

Education and Experience: Bachelor's Degree in Civil Engineering,  Construction Management or related field and four (4) years of progressively responsible experience; OR eight (8) years of Public Works construction field/management experience with progressive management responsibilities, in the development of street, drainage, and/or water and wastewater utilities projects. Education and/or work experience equivalencies may be considered.  Must possess and maintain a valid Arizona driver's license and pass pre-employment drug test.  Registration as a Civil Engineer in Arizona desirable. Any equivalent combination of education, experience and training which provides the knowledge and abilities necessary to perform the essential functions of the position. 

 

Tasks:

Under administrative supervision performs high-level work in managing an assigned group of major transportation, drainage, and/or water and wastewater utilities, or other City development projects from planning through design and construction.  Extensive experience and skills in project budgeting, funding, and fiscal management, planning, team coordination, public information/involvement and communication, design and construction management are required for the position.  The following tasks/functions are typical for this position:

 

  • Manages and oversees capital improvement projects including initiating, budgeting, negotiating, bidding, award, and administration of contracts for design, right-of-way acquisition, construction, QA/QC, and materials testing.
  • Liaison to consulting engineers, other professionals, contractors, and the general public in order to facilitate project implementation, progress, and completion; resolving conflicts when necessary.  
  • Prepares various reports, spreadsheets, and other computerized applications to manage multiple projects simultaneously.
  • Reviews drawings, specifications, complex technical analyses, schedules, prepares minutes, reviews invoices, and related items.
  • Works with other public agencies and third party utilities to provide services and resolve impacts of projects on their facilities.
  • Coordinates activities with team members; reviews and interprets construction documents and specifications for compliance with applicable codes, guidelines, and standards; prepares project reports.
  • Prepares City Council Memorandums, project schedules and coordinates project meetings.
  • Presents briefings and updates to various City departments, and citizen groups, as needed.
  • Participates in the bidding process including developing schedules, construction and other cost estimates; reviews bid proposals, evaluates qualifications, and coordinates pre-bid meetings .
  • Provides project management of construction activities.
  • Collaborates in facilitating final project close-outs, including record drawings, equipment, and materials certifications, and, when applicable, Approval to Operate clearance from the Arizona Department of Environmental Quality (ADEQ).
  • Other duties as assigned

 

Knowledge, Skills and Other Characteristics:

  • Knowledge of the principles, practices, engineering, construction, laws, and terminology for publicly funded capital projects design and construction.
  • Knowledge of methods and techniques of cost estimation, planning, scheduling, and budgeting public works projects, to include project management software applications.
  • Skill in reviewing construction plans and specifications to determine compliance with established municipal, state, and federal guidelines, ordinances, regulations, and safety standards.
  • Skill in evaluating construction work in progress, including reading plans, feasibility analyses and recommendations, specifications, cost estimates, inspections, and completed work.
  • Skill in negotiating with contractors, preparing and monitoring contracts, and developing realistic schedules and cost estimates.
  • Skill in establishing, monitoring, managing, and communicating program and project information for major projects and the multi-year capital improvements program, including budgeting and financial management.
  • Skill in written administrative and technical communications, and oral communication in one-on-one and group situations.
  • Skill in utilizing effective public information/contact techniques in anticipating, managing, and responding to issues and inquiries.
  • Skill in establishing and maintaining effective working relationships with municipal, state, and federal officials, elected officials, consulting engineers, contractors, and property owners.

 

Physical and Visual Ability: sufficient to effectively and safely perform required duties and to safely operate required equipment and City vehicles as needed in addition to physical requirements listed above.

 

Hearing and Speaking Ability: sufficient to clearly, concisely and effectively communicate in person and over the radio and telephone.
