DEVELOPMENT REVIEW SUPERVISOR

Grade: 74    Pay Range:  $27.19 to $38.07 per hour DOE/Q

New employees start at beginning level of pay range.

City of Prescott Department of Public Works is seeking a Development Review Supervisor.  Supervises and evaluates the Public Works staff of the permit center. He/She leads the daily operation of the Public Works team within the permit center, performs technical level engineering support for both internal and external customers with a focus on commercial development.  Reviews plans, engineering reports and specifications; coordinates assigned activities with those of other city departments and staff, contractors and utilities, attends project meetings.  Provides support to Public Works front counter, City permit processing, utility research, floodplain delineations, reviewing plats and maps using the Geographical Information System (GIS), compiling and interpreting data, maintaining, updating records and reports.  Supports the City internal design review team with projects as assigned, including CADD, survey and design.  Works closely with other departments, specifically Community Development and the Fire Department.

 

 

Education and Experience: Any equivalent combination of education, experience and training which provides the knowledge and abilities necessary to perform the essential functions of the position. A bachelor of science degree in civil engineering or related field and three (3) years full-time experience in professional level engineering is preferred; OR an associate degree in a related field and five (5) years full-time experience in the field of engineering or construction; OR, seven (7) years experience in engineering design, construction or related field.  Registration in Arizona as a Civil Engineer is a plus, but not required.  Supervisory experience preferred.  Must possess a valid Arizona driver's license or ability to acquire one within three (3) months of hire. 

 

 

Tasks: Performs daily functions and supervises Public Works permit center staff, including the handling of all personnel related matters. Utilizes computer aided equipment to review plats, plans, blueprints, graphics for development plan review, legal notices and topographic maps.  Utilizes technical engineering programs (e.g., AutoCAD Civil 3D , Map View/GIST, Accela Land Management, water and sewer models).  Reviews and evaluates data and information from water, sewer, drainage and geotechnical reports.  Assists with project design and drawings using CADD for various in-house projects.  Represents the Public Works Department at pre-application conference (PAC) meetings. 

 

Responds to or refers questions from the general public regarding public works projects, infrastructure design or repair, or other engineering and permit topics.  Conducts field observations of private contractors working on private development projects or City Capital Improvement Projects utilizing field experience, checklists and General Engineering Standards.  Reviews topographic survey information and mapping for the design of roads and drainage systems for development projects. 

 

Reviews plats, boundary surveys and legal descriptions for the City, with the City Surveyor.  Responds to inquiries and questions regarding FEMA floodplain information, engineering permits, water and wastewater utility lines and utility service availability.  Receives and reviews information regarding new subdivisions and commercial developments for compliance with City Code.  Receives, logs and reviews plans and reports; researches and identifies the availability of water and sewer service and lines utilizing the digital Geographic Information System (GIS) mapping system, as-built plans and field data; generates and submits requests for water and sewer utility services, and calculates plan review and inspection construction fee charges, including impact fees. Other duties as assigned.

 

Knowledge of:

  • Knowledge of Federal, State, and City rules, regulations, policies, procedures, codes, and ordinances related to public works.
  • Knowledge of engineering and surveying practices; ability to understand and read plans and as-builts.
  • Knowledge of water and wastewater utilities infrastructure and applicable laws, codes, ordinances, regulations, and standard specifications applicable to design, permitting, construction and operations.
  • Knowledge of record keeping and file maintenance practices.
  • Knowledge of occupational hazards and safety precautions.
  • Knowledge of basic surveying and mapping principals and practices.
  • Knowledge of computer assisted drafting and design practices and methods.
  • Knowledge of FEMA and Floodplain regulations.

 

Skills in:

  • Skill in researching and responding to a wide variety of questions related to the position.
  • Skill in written and oral communications for administrative and technical purposes.
  • Skill in utilizing public relations techniques in responding to inquiries and complaints.
  • Skill in giving and receiving work direction and ensuring completion of all assigned tasks
  • Skill in organizing, prioritizing and accomplishing work within required timeframes, exercising independent judgment.
  • Skill in reading, interpreting, and applying plans, specifications, codes, and regulations
  • Skill in utilizing computer software to review designs, drafting, maps reports.
  • Working knowledge of water and sewer computer modeling software.
  • Skill/Knowledge of basic GIS practices.
  • Skill in establishing and maintaining effective working relationships with all stakeholders.
  • Skill in reading and understanding FIRM/Floodplain maps to determine base flood elevations.

 

Physical and Visual Ability: Sufficient to effectively and safely perform required duties. 

 

Hearing and Speaking Ability: Sufficient to clearly, concisely and effectively communicate in person and over the telephone.
